I'm not used to how Xceedium operates, but ArcFM isn't making any internet calls nor does it need proxy settings to operate. What you might be running into is the fact that both ArcMap and ArcFM do a lot of interactions with the computer's registry. And since Xceediun is an identity control system, it might not like this.
Have you checked the event log of the PC to see if it says specifically what was trying to be accessed when the Access Denied errors blew?
