In the past we have always used Trimbles GPS controller software to test connections to any internal or external GPS, I would start there and see if it can pick up the com port the GPS is using and can see a NEMA or TSIP string. You can download the software here and it is free. Trimble - Support

I've issues with some of the newer Toughpad's using 9600 baud instead of 4800 (as the older ones did). There is a utility Start->Panasonic->GPS Viewer. In that utility, play around with those settings and click the "Scan" button.
Sometimes I've seen situations where going into the utility application first seems to "jump start" the radio. The ArcFM Viewer for Engine works fine.
