I'm not sure what bug you're referring to, but for ArcFM you need to have the VBA Extension installed and also have a license authorization from Esri to use it. The license authorization is free, but you'll have to contact whomever your account manager is for your Esri products.

Corporately we are using Oracle 184.108.40.206.0
I refer to Oracle Bug 13583053 - Registration of 0040 and OLEDB Component failing in 220.127.116.11.0 Client Shiphome. So essentially it does not register the 0040 and OLEDB components.
I do have license authorisation from ESRI to use it and have installed VBA.
I had one of our tech guys do the installations for me and looks like he didn't follow my installation procedure completely. Just thought to check and he had not configured to point to the right licence server. Such a simple thing has caused us a lot of anguish.
