According to the DNP specifications, if you send a Cold Restart, function code 13, to the remote, it will reboot.
Here is that section of the DNP specifications.
The "Invalid Session" issue might be related to firewall switching IP
addresses for requests made to the RTU. RTU retains the IP address of the
first request when establishing a session and checks to see that
consecutive request for the session are made form the same IP. If the IP
address check fails it rejects the request and clears the session.
Not sure why Telnet is not working. Do you have Telnet port open on the
firewall? Also, if you are using G3_P6 or older firmware, make sure the
firewall has appropriate rules to allow FTP session for the
upload/download page to work.
Based on your advice, I used the IP address instead of the DNS name/alias. In 100 % of Invalid Session, this fixed the problem. However, not all DNS calls in the browser return an Invalid Session error.
It could be a problem with calls to the Domain Controller, and yes, there is a firewall in between.
The Telnet port is open. We mainly use Telnet for SEL emulation. It works for some time then hangs up, and resetting the RTU helps.
However, I’m just glad I don’t have to go to the station just to reset the RTU.

Also...make sure the version of G3_P6 your using (assuming) is the latest version. There were some IP based anomalies that were addressed in the newest version of G3_P6 which we affectionately call the "new new" G3_P6 at SMECO. This is bitten me more than once in the field. I typically only upload the Application, Operating System, and GUI xml files and it resolves my issues after the very first reboot. No need to convert but as always back up your config files before proceeding. The download is on here somewhere and it was provided to me by Dan Stark last year when we upgraded from red board G1_P3 to G3_P6. I will link it once I find it.
