it looks like that case is client specific, in which case it is not public. You should submit a bug for your client and reference that case number in the details.
In that case there were two feature classes where changes made to snapping settings on subtypes were not saving consistently. It was resolved by deleting the rows for those feature classes from MM_SNAPPING, then resetting them. If this doesn't work for you, or if the symptoms are different, please submit a support case and we'll take a look at it.
