I wanted to confirm, but also clarify part of what you mentioned.
ArcFM enforces a standard data control for all date fields by default within the ArcFM Attribute Editor, which affects the format of the date value. Field Editors (see the second paragraph)
Based on my research, it appears that there is not an option to remove the standard data control, so you will always see just the date in ArcFM Attribute Editor. (It is available even if the Custom Field Editor property is set to <None> in the Field Info tab of ArcFM Properties Manager for the date field.)
You can make edits to the field directly by manually typing into the text box. Also, I found that if I manually entered a date AND time (then click Update) in ArcFM Attribute Editor, the entire value is saved in the field, and visible from the ESRI attribute editor. However, it always only shows the date part in ArcFM Attribute Editor, as you alluded to. I was not able to discern a way to change this to include the time part of the date value in ArcFM.
Can anyone from GIS Support offer a way to change the format of the date fields in the ArcFM Attribute Editor?

But there is actualy one more awkward issue, that for update button to be "clickable" one must change date part (even if one does not want to).

I'm hoping that someone from our support team will be able to offer more info, but I can find no way to get the OOTB ArcFM configuration options to display the time part of the date within the ArcFM Attribute Editor. It seems to be inherently coded to only show the date portion.
As for the 'Update' button, yes, it is designed to only become active when the software detects a change has been made to a value in one of the fields, so that is correct (standard behavior).

"While a custom field editor is used to control how the user edits a field and what is displayed, it may also dictate what is displayed when the user is NOT editing. For example, a field editor may display the date and time when the user is editing. When the field is not being edited, it may display only the date. You may use the IMMCustomFieldEditor::Caption property to display the date and time while the field is NOT edited."
So long as the date is not read-only this should work. There is a known bug otherwise, MM54885 where SinerGIS needs 10.2.1a/10.2.1b to display date & time in the AE but the field is read-only.
