Did a quick search in our support database, and I only saw one reference to this error, and it was within the last year but unfortunately the end cause was never determined (never heard back from the client). Don't know what brand of machine it related to either, trouble shooting never got that far.
I guess the first things I'd recommend would be to investigate driver updates, to see if that helps at all. A little googling showed some other driver-related issues (completely unrelated to any kind of GIS software) with that laptop and the USB dock you are using. Just a guess though... maybe someone else can chime in with their suggestions.
If you decide it warrants some in-depth trouble-shooting from us, log a support case and one of us can dig a little deeper into the issue with you.
We have tried various driver updates and that didn't seem to fix the problem. You don't even need the dock connected for ArcFM Viewer to issue the error. Just install the driver and then it will no longer work. I think ESRI Canada is opening a ticket for us. So far seems specific the X1 carbon notebook. (other notebooks, with the driver, still work).
I'm sure those guys will help get you sorted out, they're a really good team.
It's always worth trying to do a "Repair" on the ArcGIS Engine and ArcFM Viewer installations, in case you haven't tried that (or a full-blown un-install/re-install) yet. I've seen a case or two where third party software installation affected the registration of some dependency of our products that was reverted by the repair.
This problem was basically fixed by ensuring that windows updates were ran to update the USB 3.0 drivers. (A certain sequence of events must be followed and a stock lenova image be utilized).
