It's not quite the same as keeping your bookmarks in your Stored Display, but through the Bookmarks Manager you could save your bookmarks to a file, then load them back into any Stored Display whenever you need them.
Another approach would be to write a custom universal bookmark tool to offer a single set of bookmarks at all times, regardless of the current Stored Display and its own bookmarks. I believe one utility wrote such a tool several years ago.

Another good option to consider: ArcMap My Places. They work like bookmarks, but are stored in your user profile so you can access them regardless of what Stored Display or .mxd file you are currently in. (Specifically, they are stored in C:\Users\<username>\AppData\Roaming\ESRI\Controls\Commands\MapNavigation\myplaces.dat.) Plus you can easily export and import them if you want to share Places with other users.
