There were a few modifications to Fiber Manager reports in ArcFM 10.1.1.
Additional model names were added so that you can add specific fields to certain reports.
(It used to be the case that one model name (FIBERCONNECTIONDISPLAYFIELD) was used.

In most cases, customers notice that they can't select a patch location for the Patch Panel Connection Report.
You will want to add the PATCHLOCATIONREPORTABLE model name to your patch location feature class.
Otherwise, the snapping should work for other reports, and you will want to use the new model names to add the fields you want.

Ebony is always right, but just to elaborate......
Snapping may not be the correct word (as I think of it). The user will get a highlight around a feature that is "connectable" or "reportable". The cursor will not jump to the feature. If you are having trouble with the highlight appearing, first check the model names that Ebony suggested. If these are correct, make sure you are zoomed in enough. Sometimes the highlight will not appear when zoomed out. Try zooming in more and selecting the desired tool.
