I believe that there is no special version of log4net used by Miner.
We need to place the config files in the same location as the program which is calling the assembly. Which in this case is ArcGIS Desktop.
The miner.log4net.config and miner.log4net.config files are therefore, located in the "C:\Program Files (x86)\ArcGIS\Desktop10.2\bin" folder (for x64)
In these file you will see the Appender's mentioned. The existing appender (<appender name="EventLogAppender" .....) will generate logs in the Windows Events (which we can see using the event viewer) and the log severity is mentioned in the <root> element.
There is also an existing appender available for a rolling log file.

Thanks for the reply. Instead of using log4net, I have created code to log the info. So far so good.
