I don't believe Responder uses exchange but it may be something from an older IIS installation. Something at the global level of IIS will affect all web applications.
Try the steps covered in the link below and see if that setting is in your file as well. Make sure you back anything up before changing.
Just to clarify: are you able to re-start the Responder service and if so are you then able to logon to Responder Web?
One of our IT admin's rebuilt the server to run Responder Web. I reinstalled the software (following the steps in the in the resources for arcfm solutions) and am now able to access the website. There was something wrong with the virtual server that was running Responder Web.
I get an error while trying to login with the default credentials, but I assume that is a completely different issue all together.
