I'm not sure exactly what the question is, around them being counted twice. If you are talking about how they are counted as individual customer interruptions in Reliability Reports, the main driver to the answer of your question will be the time of outage on each loadpoint the customer is a part of (Notice the loadpoint is what is important here, not the Incident). If those overlap, then the customer will NOT be counted twice (e.g. 1:00 - 2:00 PM and 1:30 - 2:30 PM on the same day - counted as one customer outage from 1:00 - 2:30). If there is no overlap then they will be counted twice (e.g. 1:00 - 2:00 PM and 2:30 - 3:30 PM). This functionality to remove double-counting when they overlap was put into place at 10.0.1 SP1.
