Solution - Designer - Designs Fail to Load Because of Duplicate DESIGNER_ID values

Version 3

    Behavior

    When attempting to open a design, Designer may remain in an initialization state or the design tree may not be loaded properly. The Designer Workflow Manager toolbar may become disabled.

    An error message similar to the following may be included in the Miner Event Viewer log.

    2010-11-02 07:52:33,788 [1260] WARN [(null)] - Work Request '10000' Design 'test' contains
            the following duplicate DESIGNER_ID values: 1, 2, 3, 4, 5, 6, 7, 8, 9
            {log4net:HostName=ekfTest, LoggingAssemblyFileVersion=9.30.2.5168}

    Cause

    The problem arises when a design is not saved successfully. This can be caused by any number of reasons including network, database, and client PC issues. A DesignWmsDataNoMergeFlag record may be inserted for the design in the MM_HIDDEN_PACKAGES table. When the design is reloaded and edited the DESIGNER_ID values are reset, resulting in duplicates.

    This issue may be related to the following bug resolved in ArcFM 10.0.1 SP1.
    MM42783: Designer - API - DesignWmsDataNoMergeFlag may lead to duplicate DESIGNER_ID values.
