    Cause

This is due to a known bug with the Oracle 11.2.0.3 client, #13417266: "While upgrading to 11.2.0.3, installer fails to register ORAOLEDB.DLL".

    Solution

(from Oracle's original listing of bug #13417266)

To complete the installation of the Oracle Provider for OLE DB. Please complete the following steps:

    1. Open command prompt, if you are running on Windows 7 or Windows 2008 please make sure to run the command window with "Run As Administrator" privileges.

    2. In the command window execute the following command to register the Oracle Provider for OLE DB :

    regsvr32 <oraclehome>\bin\OraOLEDB11.dll

Where is the physical path to the Oracle home where the driver is installed. i.e

    <drive>:\app\oracle\product\11.2.0\client_1\bin\OraOLEDB11.dll
