Attempting to log into the Process Framework tables, for example via the Designer or Session Manager interfaces in ArcMap or through the "Process Framework Administration Tool" utility, using Oracle client 220.127.116.11, fails with the the error "Provider cannot be found. It may not be properly installed."
This is due to a known bug with the Oracle 18.104.22.168 client, #13417266: "While upgrading to 22.214.171.124, installer fails to register ORAOLEDB.DLL".

To complete the installation of the Oracle Provider for OLE DB. Please complete the following steps:
1. Open command prompt, if you are running on Windows 7 or Windows 2008 please make sure to run the command window with "Run As Administrator" privileges.
2. In the command window execute the following command to register the Oracle Provider for OLE DB :
